Updating The By-Laws

A meeting of the Seascape Association Board was held on Saturday, April 13, 2019 at 8:00 am to review the Administrative Committee’s recommendations regarding updating the Seascape Association By-Laws.

 

Board members present on the conference call were Tim Gallagher, John Mannix, Greg Strakosch, Michelle Sax, John Honey, Charlie Loguidice and Ellen Clark. 

Tim called the meeting to order after confirming a quorum of seven members. 

Joan Boyer, a member of the Administrative Committee, was in attendance on the conference call to present the recommendations for changes to the by-laws.

Board Discussion

 

At the annual meeting in June a motion was passed to have the Administrative Committee, Joan Boyer, Michelle Sax and Kathy Royle, review the by-laws and make recommendations for updating the by-laws. Tim reviewed the process for updating the by-laws. Changes to the by-laws must be approved by the board before being presented to the Seascape Association members at the annual meeting for approval.

 

Joan Boyer led the discussion by going through the by-laws, presenting the recommended changes line by line.  The board members asked for explanation and clarification as needed, which Joan provided. The board made a few suggestions regarding the Administrative Committee’s updates, which Joan accepted and incorporated. 

 

The Board unanimously approved the changes made to the by-laws.  A motion was made and seconded to take the recommended by-law revisions to the general membership at the annual meeting in June for authorization.  The Board expressed appreciation to Joan and the Committee for their work.

                                                                                               Other Business

 

Beaches

Charlie recommended replacing the snow fence on B Beach and refurbishing or replacing the B Beach sign that faces the cove, which is illegible now.  The wording on the sign should say something to the effect, “Please keep off the dune and beach, ecological marsh and sand dune area.” We need a price for the fence and the sign and we need to determine the wording for the sign.

 

The sand on B Beach has been spread over an area near the parking lot. We will wait until the tide naturally covers the rocks with sand before spreading and incorporating the new sand in to the beach.  The new sand has not been screened yet. We have the right to re-contour the dune to the original contour.

 

Regarding the B Beach permit, Tim informed the board that on May 1, 2019 he will attend the Conservation Committee hearing to present the Association’s request for renewal of our B Beach permit.  Charlie stated the process is a lot of work and thanked Tim for doing the extensive paperwork and legwork. 

 

The beach tags are in.  Charlie said he will get the canoe/kayak tags.  Tim and John Mannix will give the tags out to the households as members pay their dues.

 

We need to hire people, preferably college age family members of the association, to work the beach detail. The word needs to get out that the jobs are available.  The beach committee is responsible for this process.

 

Security

Regarding security, Tim spoke with Tom Griffin and he wants to continue working for the Association, keeping the hours of 11pm to 1 am.  Tom will make his arrangements with NSBIA separate from Seascape and probably work security for them from 9pm to 11 pm.

 

Dues

Regarding the payment of dues, Michelle inquired about the Association setting up electronic payment for the membership to pay their annual dues.  John Mannix said he would look into it for next year.

Last year only four households did not pay their Association dues.

 

Roads

Charlie recommended that contractors doing work in Seascape should get permits from the Association to dig up the road before commencing work.  Two recent examples are; on Waterside Drive a trench was dug for utilities, that needs patching, and on Anchorage Road, the street pavement was scraped by a truck.
