Beach Committee Responsibilities 

 

Bylaws: As stated in the Seascape Association Bylaws:

    • Article X COMMITTEES:

        • Section 3B: Standing or Permanent:

          • #2 Beaches:

  1. “Responsible for the maintenance of beaches, the boardwalk at Sunset Beach (formally known as A beach) and for the enforcement of the rules governing their use.” 


Responsibilities

  1. Maintenance and upkeep of the two Association beaches and their adjacent areas: B Beach and A Beach

  2. The Road Committee, in conjunction with the Beach Committee,  is responsible for the maintenance and upkeep of the A Beach parking lot and the access road and turnaround at B Beach

  3. Insure that all “Rules” governing the beaches are followed and all “Conditions” are met by the Association

    1. Rules shall mean the “MA Beach Laws” and “Seascape Beach Rules” as described in the Seascape Association “Rules” along with the Falmouth Conservation Commission (FCC) various “WPA Form 5 Order of Conditions” and other FCC directives 

  4. Maintaining and renewing the Conservation Permits (see instructions for Falmouth Conservation Commission filings)

  5. Recording the Order of Conditions at the Barnstable Land Court

  6. Provide cost estimates for upcoming work for the annual Association budget

  7. Provide update report to Association at annual meeting

  8. Manage beach vendors for accuracy of work and approve payments through the Association Finance, working with the Association Secretary.  (see list of Association vendors)

Task

  1. Maintain and repair the public benches on both beaches as needed

  2. Maintain and update the access signs at both beaches as needed 

  3. Work with Fiddler’s Cove on the dredging of the Cove when approved

  4. Install “No Boats” buoys at A and B beach in the Spring and remove in the Fall

  5. A Beach – Maintain and repair existing boardwalk as needed 

  6. A Beach – Annually in the late Fall -Professionally prune the “Vista Corridor” and clean out remaining area with evasive and replant naïve vegetation.

  7. A Beach - Maintain the new mitigation trees through Fall 2017

  8.  A Beach – Annually in the late Spring - Clean back vegetation beside the boardwalk to prevent ticks and poison ivy from getting on the beach goers

  9.  B Beach - Procuring and installing snow fences in the Fall and removing them in the Spring annually

  10.  B Beach – Professionally groom beach in the Spring and if needed in the Fall

  11.  B Beach – Annually in the late Fall - Professionally clean out adjacent lot of evasive growth in order to support existing native growth

  12.  B Beach – Maintain and repair the boat racks as needed

  13.  B Beach – Maintain and repair the snow fence running along Fiddler’s Cove as needed

  14.  B Beach – Annually in the Spring - Work with vendors to renew the sand 

  15.  B Beach – Spring annual Association meeting - Solicit association members to open and close the gate during summer

 

Important Dates

  1. June 15, 2018 – File with Falmouth Conservation Commission request for renewal of Order of Conditions for B Beach.

  2. June 20, 2018 – File Renewal with Barnstable Land Court.

  3. June 1, 2020 – File with the Falmouth Conservation Commission a request for renewal of the Order of Conditions for A Beach.

  4. June 6, 2020 – File Renewal with Barnstable Land Court.
