Seascape Association 2019 President's Letter
5/27/2019
Dear Seascape Neighbors,
It is a pleasure to welcome everyone back for another great Seascape summer. We want to thank the Members for their record participation in FY 2018. 109 dues paying Members is an all-time high.
Please plan on attending our Annual Meeting on June 29, 2019, 9:00 am, at 9 Seascape Lane, (backyard). It is important that you attend the meeting. This is your opportunity to hear updates from our committees and express any concerns you may have. Remember to bring a chair.
I have enclosed a few documents for your review prior to the meeting. All available on our website.

Board recommendations on action items and By-Laws
Committee Updates
ADMINISTRATION: Roles and Responsibilities – The work to document the duties and responsibilities of the Officers, Directors and Committee Chairpersons in order to have tools for future incumbents to understand their roles was completed and available on our web site.
Association By-Laws – Work started in FY 2017 and was completed this year. The Board reviewed and approved the changes. The revised By-Laws will be presented to the Association membership at the spring meeting for approval. A copy of the By-Laws is included with this letter.
BEACHES: Overcrowding last summer – In response to overcrowding at our beaches by what appeared to be people coming into our neighborhood from outside, the Board took action to monitor access to the beaches which greatly reduced the overcrowding. The Board is proposing that we hire students to control access and issue beach tags to Association members to check access rights. Attached is the proposal which will be presented to the membership.
Request to move the boardwalk on A beach to the center of the property – The Board met and reviewed this request and does not recommend that we do this. Attached is the recommendation which will be presented to the membership.
Request for a memorial bench on the A beach boardwalk – The Board met and reviewed this request and does not recommend that we do this. Attached is the recommendation which will be presented to the membership.
New boat rack on B beach – A new boat rack was built by Association volunteers and placed beside the old one on B beach. The Board has developed guidelines for using the boat racks. Attached are those guidelines which will be presented to the membership.
Night Security – The Board reviewed the night security and is recommending that we cut back on the security from 3 night per week to 2 nights per week. Attached is that proposal which will be presented to the membership.
Sand replenishment on B beach – Fiddler’s Cove dredged the canal in December. We were able to secure approx. 80 cubic yards of sand for B Beach pursuant to our beach permit. We needed to truck the sand a short distance and eventually spread the sand. The sand is bleaching out. We plan to have B beach sand groomed in June and to add 30 cubic yards of new sand.
B beach site cleanup – We were able to get FCC approval to clean out the site next to B beach of all invasive growth in an effort to save the trees. The site has been cleaned. We are having the snow fence on the top of the dune replaced as well as the “No Trespassing” sign replaced.
A beach vista pruning – For the second year in a row we had the A beach site pruned down to 4 feet per our permit.
B beach site permit – The Falmouth Conservation Commission renewed our site permit in FY 2018 for only one year and asked us to re-apply for a new permit. Basically it had been 10 years since we applied and they wanted a new site map. That process has led to an expensive and extensive review of the site work by all levels of governmental agencies. The process is expected to be completed on May 22.
New Beach signs for A & B beach – The beach signs were falling apart and the poles were breaking off. The Board approved new language for the beach signs and new signs were constructed and installed. Our insurance company also required we put up new “No Lifeguard” signs at each beach.
Benches - The benches on both beaches have been repainted.
ROADS: We did not pave any sections of the roads in order to build up the road fund, but did do crack sealing on the already paved sections. We replaced a stop sign at the intersection of Waterside Drive and Waterside Drive. We replaced the street sign at Highland Ave that had fallen down. We painted five intersections with stop signs and stop lines. We plan on paving another section of roads in 2019 with a priority on the damaged road in front of 104 Waterside Drive.
DOCK AND RAMP: The dock is in and the ramp is ready for use. Please observe the rules posted at the dock so everyone can enjoy the dock and ramp.
TENNIS: The courts were resurfaced last fall using the tennis fund and are ready for play. A pickle ball court was lined out on the far tennis court. We don't have a pickle ball net but some members may have their own. If not we will purchase one. Please wear tennis shoes on the courts that do not leave black marks. The lock combination is the same as last year.
Request to restructure the Tennis dues – The Board met to review a request to restructure the tennis dues. The Board does not recommend that we change the formula for life time members. Attached is that recommendation which will be presented to the membership.
Hospitality: The annual cocktail party on B beach was a success with a large turnout. We are planning on doing the same this year. The Seascape Cocktail Party will be held on Saturday, August 3, on B beach under a tent.
