Meeting Notes

President Tim Gallagher recognized a quorum of nine members and called the meeting to order at 7:05 pm.

Hospitality
•    Terry recommended and the board agreed to have the annual cocktail party this year with the expectation that the pandemic restrictions will be lifted. Terry reported that the committee is planning on having the 4th of July parade again this year due to the positive response and interest.

Beaches 
•    The beach tags for the summer season 2021 are in.

•    Greg Strakosch will hire the beach monitors and will follow the same schedule as last summer.

•    Tim reported that two new dwarf spruce trees have been planted on the left hand side of the A beach boardwalk to replace the cedars; also, Hamilton Landscaping completed the vista pruning.

•    Art reported that he priced out the materials needed to replace the A beach boardwalk, which was approved by the membership. He is in the process of looking for volunteers for this project.  Art will put together a list of tools and materials needed and set a work date and plan.

•    The B beach lot has been pruned.
•    Dave Collins will do the B beach grooming and snow fence removal.

•    The question was raised regarding the impact of removing rocks from B beach onto the B beach lot to clean up the beach and cut down on the weeds and growth on the lot.  From a conservation perspective, removing rocks from the beach is not allowed. If this is done, we would lose the beach because the rocks hold the sand.  The vegetation on the lot holds the soil, which allows a natural drainage space for the water from the road, otherwise the water from the road would flow right through the lot and the parking lot out to the beach and carry the beach sand away with it, leaving very large gullies on the beach in front of the lot and parking area. 

Tennis Courts
•    John Honey reported the new pickle ball net is in and he is considering options regarding how to move the net around the court to move it out of the way for tennis.

Docks and Buoys
•    John Honey reported that Todd Taylor will put in the docks and ramps and the seven beach buoys.  

Roads  
•    Mike Shea is in the process of getting proposals and estimates for the sealing work to fix the cracks in the roads. Money has been budgeted for this work.

Drainage
•    The drainage issue at the dip in the road at 36 Seascape Lane was reviewed and it was determined that this is a natural slope in the road where the water collects. It was also noticed that stones and shells from landscaping are collecting in the drains.  We cleaned out the two existing drains at this location and will continue to monitor the situation.

Landscaping
•    Art reported that he and Mike Shea are getting estimates for work to be done on the entrance, islands, and common areas. The board discussed the common area plantings and the interest by a few Association members in the redesigning of the entrance.  No plans have been submitted to the board for review. 
•    For now the board decided to edge, mulch, mow, prune, and generally tidy up the landscaping and recognized that we need to decide how much we want to spend and what we want to do to improve these areas.  

Security
•    Seascape and New Silver Beach will share the security for this season.  Tom Griffin has agreed to patrol both neighborhoods on the weekends and the two extra holidays for $60 per hour.  Either neighborhood could hire Tom at $50 per hour for additional shifts individually. In the past we have covered one random night per week as needed, which we can do again this year.  
•    The association will save about $2000/year by sharing this expense with NSB.

Annual Meeting
•    The board voted to have an in person meeting this year due to the pandemic restrictions being lifted.  Tim will follow up with Chris Bagarella regarding hosting the meeting in her yard again.
•    The date will be the last Saturday in June.

Nominating Committee
•    Russ presented the slate of officers and board of directors to be voted on at the annual meeting.  The board approved the nominations.

Budget
•    Marianne noted that she reorganized the financial report this year that contains the budget and expenses to also show our cash holdings in the accounts including the Tennis and Road funds.  This year we had high expenses due to the roadwork, dock and ramp repairs, security, and landscaping expenditures.  With the increase in dues this year we will be able to replenish the road fund.  From January to May we cover all the 2021 expenses with money from the previous year to get through until the 2021 dues start coming in. At this time we expect to cover the remaining anticipated expenses.  The board approved the budget.

President’s Letter
•    Tim requested that he receive the nominations for the board and reports from the committees by April 15 so that by mid May he can send out the letter to the home owners including the invoice for the dues, the Treasurer’s financial report, and the annual meeting agenda.


Documents
•    There are two boxes of Seascape original and historical documents, which have been passed on to the Association from the Broadley and Wheeler families.  The documents will be given to Art to read and then to the Secretary to keep.  Tim has put the present day documents, such as the budgets and letters on thumb drives which will also be stored with the other records.
 
The board determined there was no new business and the meeting concluded at 8:00 pm.
