Seascape Association Annual Meeting Minutes

Meeting Opening
  • The annual Seascape Association Meeting was called to order by President Tim Gallagher at 9:00 am.  Tim recognized a quorum and greeted the members.
     

  • Tim acknowledged the recent passing of two of our long-time members, Charlie LoGiudice and Carol Leeds. Charlie and Carol contributed to the Association significantly over many years and they will be greatly missed as neighbors and friends.

    Approval of 2020 Mail in Vote
     

  • The results of the 2020 membership mail-in voting, which replaced the annual membership meeting due to the pandemic restrictions on social gatherings, was reviewed by Secretary Ellen Clark. 

  • The report on the 2020 voting was approved.

                                                    Committee Updates and Recommendations
    Administration Committee

  • Joan Boyer reported no action this past year by the Administrative Committee.

    Finance and Budget

  • Treasurer Marianne Beardsley reported the dues are coming in and she is hopeful to reach one hundred fourteen paid members. 
     
    The increase to four hundred dollars is the first one in about ten years and the added funds will make a difference.  
     
    Marianne reviewed the distributed budget. Our goal is to put at least ten thousand dollars into the road fund to replenish it for the next expenditure on paving.  
    The goal is to preserve cash whenever possible to have a cash reserve.
    The budget was approved.

    Tennis Committee

  • John Honey reported the tennis courts are in good shape except for some cracks which will need to be fixed in the next few years. 
     

  • We have a new pickle ball net that can easily be moved about by two people. We are putting pickle ball lines on one half of one court.
     

  • With the increased use of the courts because of pickle ball we may need to have a sign-up sheet. 
     

  • John encouraged members to use the courts stating they must pay the one hundred dollars for tennis dues per season.  
     

  • There is about seven thousand dollars in the tennis fund.

    Dock and Ramp Committee

  • John Honey reported no changes in the dock and ramp. 
     

  • The fixed dock is becoming worn so it may need to be replaced in the next few years.  We will plan on evaluating the dock in 2022.
     

  • Members who use the ramp are expected to lock it after using.  
     

  • Trailers are to be taken home and not left on the lot so that there is room for parking.
     
    Road Committee

  • Mike Shea said he has three contracts for the following work: road crack sealing, cleaning of the drains, and landscaping.
     

  • Ten thousand dollars will be put back into the road fund.  We will try to spend fifty thousand dollars every three years on the roads.  Since 2009 we have spent one hundred ninety-five thousand dollars on the roads.

    Beach Committee

  • Greg Strakosch reported that the beaches are in good shape.  The building of the new boardwalk, the vista pruning, and the additional beach sand has all been accomplished. 
     

  • Greg acknowledged Tim Gallagher for all his excellent work on the permitting process, which is extremely detailed and time consuming.  
     

  • The beach passes have been purchased and the beach monitors have been hired for the season.  The passes and monitors have been successful in deterring non- residents from using the beaches and it has helped to encourage members to pay their dues. 
     

  • The night security will be shared with New Silver Beach this summer, which will reduce the cost because we are paying half the hourly rate due to partnering with New Silver.  The debate continues each year whether we should have security or not.  When we have security, we have little or no activity, therefore it is determined to be a deterrent factor.  Seascape will be patrolled Friday and Saturday nights and the holidays.  
     

  • Art Schick addressed the building of the new A beach boardwalk, which was a significant success. The ten volunteers saved the Association a considerable amount of money because they developed the new design and did the labor themselves resulting in the cost being materials only. Art thanked the membership for approving by vote the expenditure of the funds from the general fund to purchase the boardwalk materials before the season.
     

  • Tim addressed a question regarding names on kayaks and small boats which are stored on the rack on B beach. The board encourages everyone to put their names on their boats for two reasons; to identify an unmanned boat out in the water and to have only members’ boats stored on the racks.  

    Hospitality Committee 

  • Terry Gallagher reported that the Fourth of July parade will start at the intersection of Waterside and Anchorage at 10:30 AM with a fire engine in the lead.  All are invited to dress up and walk, bike, ride a golf cart in the parade or to cheer along the sidelines as spectators.  The route will proceed along Waterside to B beach where all are welcome to gather. 
     

  • The Seascape 2021 T-shirts will be available for sale at the parade for twenty dollars and all during the summer until we run out.
     

  • The annual summer cocktail party is planned for Friday August 13 from 5:00 to 8:00 on B beach. There will be a tent with beer and wine provided and appetizers and desserts brought to share.
     

  • Yoga is scheduled on B beach Saturday mornings at 10:15, $60 for four sessions.  
     

  • Seascape has its own private Facebook page.  Association members may request to join.  

    Nominating Committee 

  • Russ Hazelton advised the membership that everyone is entitled to nominate themselves or someone else. The membership did not add any names to the list of nominees.
    Russ announced the nominees.

  • The vote was taken, and all the nominees were approved. 
     

  • Art thanked everyone for voting the new members in.  He acknowledged Tim as the retired President. The membership expressed appreciation for Tim’s excellent service to the Association in the position of President the past three years.
     

  • Art announced that Tim will be the new chairperson of the beach committee.  The other chairs of the committees will remain the same.  Art encouraged everyone to consider helping with the committees emphasizing that volunteers are essential to this community and all the committee chairs need help with their responsibilities.  

                                                                                           New Business
    Website

  • Hal Leeds reminded the membership that all the Association information is on the Seascape Association website.  The information from the annual meeting will be updated on the website.
    We do not put the homeowners’ names and contact information on the website. 
    If an association member wants a list of Seascape residents the board will provide a hard copy.  

                                                                                           Safety Issues
    Golf Carts

  • Several members expressed ongoing concerns about golf cart safety and young people without drivers’ licenses who drive on the Seascape roads.  Complaints include speeding, driving erratically, tipping onto two wheels, towing along bikes and skateboards, weaving around walkers, and driving with no head lights at night.
    It cannot be stressed enough that safety is of the highest importance in this neighborhood.  We own the roads.  We have rules posted on the website regarding the golf carts, which are in line with the state rules.  Everyone please read and follow the rules.

    Speeding

  • We have tried in the past to control speeding cars in the neighborhood with 15 mph signs and speed bumps.  Maybe we need more signs.  Some residents suggested putting out their own signs to remind cars to slow down. Everyone is reminded to please drive slowly.

    Meeting Closing

  • Art recognized there was no further business, and he adjourned the meeting at 10:30 am.
